Creating a consistent smoke-free by-law for the entire
city was supported by restaurant and bar owners as it creates a level
playing field for businesses, preventing enforcement problems and protecting
all Ottawa residents. Tough no-smoking by-laws also help smokers quit and
denormalizes tobacco use, leading to lower smoking rates.
