Globe and Mail columnist John Ibbitson is calling on the
new Martin government to dedicate themselves to tobacco prevention issues.
He wisely suggests that a nation-wide smoking ban in restaurants, bars and
all other workplaces and indoor public spaces is needed. Federal legislation
could ensure that hospitality industry staff and other workers would no
loger be exposed to the class 'A' carcinogens of second-hand smoke in order
to make a living.

Today the Ontario Court of Justice overturned the initial ruling by a Justice of the Peace regarding Designated Smoking Rooms (DSRs).
The defendant, a billiard hall/bar located on Bank Street had advanced a defence that it was exempt from the provisions of the Smoke-free By-laws claiming it was a private/club.

The Canadian Coalition for Action on Tobacco today congratulated the
people and the City of Ottawa for their success in building a smoke-free community.
Close to seven in ten City residents now strongly (53%) or generally (15%) support the by-law
restricting smoking in all public places and work places (including restaurants, bars, bingo halls,
bowling alleys and taxis).

Carolyn Hill, President of the Ottawa Council on Smoking and Health, was awarded the
Canadian Cancer Society's Special Recognition Award for her tireless work in the area of tobacco prevention. As a volunteer, Carolyn led the coalition to mobilize Ottawa's silent majority in calling for a 'gold standard" in smoke-free bylaws for the City of Ottawa. The award was presented to Carolyn by Ken Kyle, National Director for Public Issues, on behalf of Carol Hiscock, National President of the Canadian Cancer Society.

Smoke-Free and Loving It!

Ken Gray, Ottawa Citizen, Carolyn Hill of Ottawa Council on Smoking and Health disputes the findings
of PUBCO's survey on revenue loss due to the new non-smoking bylaw.
Hill explains that the survey was not a proper economic analysis, and only
included 1/3 of members with no real evidence to back up findings. Cites,
Nova Scotia's assessment on economic impact as being objective and
reliable, using official sales tax data which demonstrates that
"smoke-free legislation has no adverse impact on restaurant, bar and hotel
and tourism receipts".

The Ottawa Council on Smoking and Health has compared the PUBCO survey with independent research from other smoke-free jurisdictions.
Ottawa’s Smoke-Free By-Laws:
The City of Ottawa has released the first three names of businesses
charged with breaking its smoke-free bylaw. Puzzles on Richmond Rd, The
Main Street Pub in Stitisville, and the Cue N' Cushion on Bank Street have
received summonses and November 1st court dates. The court dates will be
the first appearances where trial dates will be set. The City is revealing
the names if individuals or businesses charged if they are served with a
summons and receive a court date. In addition, those who choose to fight
the ticket in court will be named.
