ENVIRONMENTAL TOBACCO SMOKE AND SMOKING BY-LAWS
IN THE NEW CITY OF OTTAWA

An
Overview Of Survey Results From 1996, 1996/97,
1999
And 2000
1.
Background.
During
September 1996 the Angus Reid Group was
commissioned by the Regional Municipality of
Ottawa-Carleton (RMOC) to conduct a survey on
attitudes toward a 100% smoke-free municipal by-law
in public in the Ottawa-Carleton Region. A total of
400 interviews were conducted which has an
associated margin of error of 4.9%
Health
data relating to residents of the RMOC about their
awareness of the dangers of second-hand smoke was
also obtained from the National Population Health
Survey (NPHS), 1996/97. A total of 2650 interviews
within the RMOC were conducted.
OpinionSearch
Inc was designated to conduct a survey during
October 1999. The purpose was to measure the
support among the resident of the RMOC for either a
100% smoke-free by-law or a limited smoke-free
by-law. Some questions asked in this survey were
also part of the Angus Reid study. Seven hundred
and two interviews were conducted which has an
associated margin of error of 3.7%
A
follow-up survey, conducted by OpinionSearch Inc
during November 2000, focused on the impact of a
media campaign launched by the RMOC as well as the
support among the residents of the RMOC for either
a 100% smoke-free by-law or a limited smoke-free
by-law. A total of 504 interviews were conducted
which has an associated margin of error of
4.4%
Although
both telephone and personal interviews were
employed during the mentioned surveys, similarities
in basic methodology and questions about smoking
make the results of these surveys reasonable
comparable with each other. However, caution should
still be used in interpreting the data because it
still reflects only an approximate
estimation.
